Summary: The bolts used to attach the rear bumper to the frame are defective because of a hydrogen embrittlement condition.
Consequence: The defective bolt heads could shear off afterinstallation and allow the bumper to fall off the trailer, resulting in a roadhazard and possible vehicle accident or personal injury.
Remedy: Replace the defective bolts with new bolts.
