Summary: On the involved vehicles, the electrically powered windows may be operated when the ignition key is in the "off" position or is removed from the ignition switch. This constitutes a non-compliance with federal motor vehicle safety standard no. 118, "power operated windows".
Remedy: Dealer will modify the electrical system to preclude power window operation when the ignition key has been turned off or removed from the ignition switch.
