Summary: Decorative rear axle covers, which are held in place by wheel rim lug nuts, do not allow the lug nuts to retain the proper torque.
Consequence: Lug nuts could loosen, allowing the wheel to separatefrom the hub, which could result in an accident.
Remedy: Replace decorative axle covers with covers which have been correctly manufactured.
